Description:FEMA’s Benefit-Cost Analysis (BCA) Tool was developed as the approved method for calculating the benefits of implementing hazard mitigation projects. In order for state and local agencies to apply for FEMA grants to implement hazard mitigation projects, they must submit the Benefit-Cost Ratio (BCR) as part of the grant application process. The data entered into FEMA’s BCA tool is typically captured while in the field and entered into the tool when the user returns to the office. Ideation recognized the benefit of providing a mobile application that allows the data to be captured on mobile devices while state and local officials are in the field.
